Designated Person Ashore （DPA）/CSO 1.Responsible to relevant DPA certificates and ability to communicate and train the cruise board personnel Responsible of the ISM Code, IMO and STCW95, knowledge of applicable international and national codes, guidelines and standards such as ISM Code, ISPS Code, SOLAS, MARPOL,MLC compliance . 2.Responsible to Ship Board Planning and procedure writing, safety procedures and ISPS procedures. 3.To ensure the safe operation of each ship, a link between the Company and those on board, 4.monitoring the safety aspects of the operation of fleet, ensuring that each vessel is compliant with the latest safety regulations and in addition is operated according to changing environmental restrictions and regional guidelines. 5. Experience in ISM, ISPS and MLC Internal Audits. Analyzing working practices, reports, detected deficiencies and non- conformities； introducing and monitoring corrective measures in co- operation with the Management, Department Heads and ships command. 6.Effective communication skills, familiar with ISM code amendments and risk assessment techniques and continual improvement process, effectiveness of internal audits, root cause analysis and measuring the systems performance. Speak English and Mandarin. 7.The main responsibilities of the DPA are to ensure the proper implementation of the ISM / ISPS codes, both onboard the ships and in the office. 8. Responsible to all new SOLAS, STCW and Flag regulations coming into force are properly and timely put into action. 9.According to the ISM code, He acts, in addition to the normal staff of a traditional shipping company, as a person especially designated to ensure a reliable connection between the management and the seamen and to supervise the operations of their ships 10.Monitoring the safety and pollution prevention aspects of the operation of each ship and ensuring that adequate resources and shore-based support are applied. Advising level of threats to be encountered by ship and perform internal audit and periodic reviews. 11.Ensure ship security assessments are carried out Ensure submission for approval and maintenance of ship security plan Ensure effective communication and co-operation between ship security officer and relevant personnel on shore and on board Ensure consistency between security requirements and safety requirements Ensure security awareness and vigilance . 12.The CSO must have training and knowledge of all the requirements detailed in the ISPS Code Part B paragraph 13.1 Submit relevant ship certificates and MLC certificates with endorsement Desired Skills and Experience Requirements: 1 Certificate of Competency as staff captain and above 2 Min. 9 years＇ of relevant working experience in a shipping company 3 Experience in ship maintenance and D.O.C 4 Familiar with cruise operations & crew operations 5 Familiar with Classification & ISM 1. working experience and relevant certificates 2. good communication skills 3. good interpersonal skills 4. Leadership abilities |
