Economic Evaluation Engineer Job Description: 1. Work cooperatively with team to understand client requirements, scope of work for assigned projects including EPC, investment, buying etc. 2. Coordinate and maintains interface relations with stakeholders and suppliers 3. Translate technical solutions into cost estimations in the context of Total Cost, and ensure estimation completeness and accuracy 4. Estimate projects costs including CAPEX and OPEX 5. Economical evaluation of the project feasibility 6. Perform risk and contingency analysis 7. Recommend necessary modifications in estimating strategies 8. Optimize estimating and evaluation methods, applications and tools 9. Establish estimation database and benchmarking with internal and external data 10. Maintain database with market trend and build scenarios for forward projections and risk management 11. Collect and review lessons learnt on projects eｘecution cost, establish KPI＇s 12. Contributes to benchmarking studies, give recommendations for project design standards and project design decisions through value analysis, design to cost and risk management techniques JOB KNOWLEDGE ? Bachelor degree or higher in finance, economics and relevant specialty ? Or Petroleum Engineering specialty with economics knowledge ? 10+ years’ experience of chemical/petrochemical, Oil & Gas investment filed, familiar with international petroleum investment，Financial experience of EPC project is needed. ? Sensitive to numbers and strong analytical skills ? Good communication and management skill. Able to effectively work within a diverse, international organization at all level of seniority； able to quickly build good relations & respect, influential with customers internal & external. ? Strong organizational skills and able to work under significant pressure, able to multi-task with changing priorities ? Understands and actively supports the organization’s vision, values and goals as well as strategic objectives ? Strong commitment to ethical behavior ? High standard for safety ? Willing to travel domestically and overseas when needed ? Fluent English （spoken and written） 职位描述: 1. 与团队合作,了解客户需求,分配项目工作范围包括EPC、投资、购买等。 2. 与利益相关者的关系和供应商协调和维护界面 3. 技术解决方案转化为成本估计的总成本,并确保评估的完整性和准确性 4. 估计项目成本包括CAPEX和OPEX 5. 经济评估项目的可行性 6. 执行和应急风险分析 7. 推荐必要的修改在评估策略 8. 优化估计和评价方法,应用程序和工具 9. 与内部和外部建立评估数据库和基准数据 10.与市场趋势保持数据库,构建场景预测和风险管理 11.收集和审查项目执行成本经验教训,建立KPI 12.导致基准研究,给的建议项目设计标准和项目设计决策通过价值分析,设计成本和风险管理技术 岗位要求： 1. 本科或以上学历，金融，经济及相关专业 2. 或者是具有经济学知识的石油工程专业 3. 10年以上化工/石化、石油和天然气投资经验，熟悉国际石油投资，EPC项目财务管理经验。 4. 对数字敏感，分析能力强 5. 良好的沟通和管理技巧。能够有效地在不同的国际组织中工作，在所有的级别上工作；能够迅速建立良好的关系和尊重，与客户的内部和外部有很大的关系。 6. 较强的组织能力和能够在重大压力下工作的能力，能够在不断变化的优先级中完成多项任务 7. 理解并积极支持组织的愿景、价值观和目标以及战略目标。 8. 对道德行为的坚定承诺 9. 高安全标准 10.愿意在需要的时候在国内和国外旅行 11.流利的英语（口语和书写） |
